CCSMS Board Policy Updates 2026
CCSMS is currently conducting a complete audit of the existing policies, related policy manuals using model policies provided by the Public Charter School Alliance of South Carolina, new and existing laws and regulations, and current and upcoming CCSD policies. Recommendations will be provided for the board to add, revise or consolidate policies based on the needs of the school. Alignment with existing school handbooks, documents, and manuals will be updated at the same time. This review will focus on federal and state laws and regulations along with reviewing pertinent CCSD policies that guide or impact the operations of the school.
The codification of the updated policies will reflect a numbering system that aligns with best practices in South Carolina.

- Compliance
As a public charter school in the state of South Carolina and authorized by the CCSD school board, CCSMS must be in compliance with all federal and state laws in which the school is not exempted from.
Except as otherwise provided in the SC Charter Schools Act, a charter school is exempt from all provisions of law and regulations applicable to a public school, a school board, or a district, although a charter school may elect to comply with one or more of these provisions of law or regulations.
In accordance with the SC Charter Schools Act, CCSMS:
- must adhere to the same health, safety, civil rights, and disability rights requirements as are applied to public schools;
- must meet, but may exceed, the same minimum student attendance requirements as are applied to public schools;
- must adhere to the same financial laws and regulations, financial audits, audit procedures, and audit requirements as are applied to public schools

- Alignment with mission
Board policies and the related staff procedures should be aligned to the mission of CCSMS. Policies the board adopts must directly support the commitments documented in the charter, charter contract, and mission statement.
- “In Lieu of” Policy Language
If there is a policy not covered by CCSMS, the CCSMS board will follow the related policy adopted by CCSD. Due to differences in committee structures, board structure, and/or charter exemptions, some policies must be modified to be implemented at the charter school level.
